Introductory Letter from
YSI
Dear Colleague,
In our continuous effort to stay abreast of our customers'
emerging needs, we began to hear many comments about Total
Maximum Daily Loading (TMDL). Many customers expressed not only
a need to better understand the overall program, but also for a
network of organizations willing to share their experiences in
implementing TMDLs. It became apparent that, in order for YSI to
serve as the technical resource we always strive to be, we
needed a much better understanding of the TMDL issue.
We began our own TMDL journey by talking with hundreds of
individuals experienced in watershed monitoring programs. We
soon realized that, through our many contacts throughout the
U.S., we could facilitate an exchange of information and get
people the answers they seek.
The best way to accomplish this was to document the experiences
of organizations who have worked on TMDL programs. We called
upon Dr. Wesley Jarrell, a pioneer in TMDL development, who had
a wealth of practical experience through his work on the
Tualatin River project in Oregon. Dr. Jarrell generously agreed
to author this document to serve as an introduction to the TMDL
process.
The project has truly been a collaborative effort. I would like
to thank the hundreds of people who took the time to speak with
us about their experiences. We thank the reviewers who provided
many insightful comments and, of course, Dr. Jarrell for his
tremendous dedication in producing a document that will benefit
thousands of individuals and organizations concerned about water
quality.
