GOVERNMENT PROGRAMS


The Lafayette County Soil and Water Conservation District (SWCD) organized in 1941 and was one of the first districts to form after the state legislature adopted the Soil and Water Conservation Districts statute. In the mid-1970s a Special ACP (Agricultural Conservation Program) project was initiated to construct grade stabilization dams. Several dams were constructed, using federal cost-share funds, to reduce sedimentation in Higginsville City Lake. From 1986 to 1990 the SWCD utilized a Special Area Land Treatment (SALT) program grant to study the movement of sediment, nutrients, and pesticides into Higginsville City Lake. The county consistently uses all appropriated cost-share incentive funds available through the federal Agricultural Conservation Program (ACP) and the state Soil and Water Conservation Districts program.

The Farm Service Agency (FSA) County Committee and Lafayette SWCD Board consider erosion and sediment control on cropland to be the highest priority. Over 90 percent of all farms in the watershed participate in federal agricultural programs. All farmers are currently in compliance with the conservation provisions and regulations of the 1985, 1990, and 1996 omnibus farm bills (Thompson, 1996).
