PROBLEM DESCRIPTION


The 1994 running average for the herbicide atrazine exceeded the maximum contaminant level (MCL). As a result, the city of Higginsville applied to the Missouri Department of Natural Resources (DNR) for an exemption to the atrazine MCL. In August 1995 the exemption was granted to provide up to one year to plan and implement a permanent solution to the atrazine problem.

A watershed steering committee was formed to develop a watershed management plan based on concern for atrazine levels as well as other potential drinking water contaminants. Public water users identified a need for additional public information and education about water quality. During the development of this plan, water supply managers expressed interest in efficient and effective operation of the water treatment plant.
