Funding:
The preparation and publication of the long range plan was funded in part by Ohio State
University Extension through the U. S. Department of agricultural funds designated for the
Indian Lake Hydrological Unit Area. Funding in part was also provided by a grant from the U.S.
Environmental Protection Agency through the Nonpoint Source Management Program pursuant to
Section 319 of the Federal Clean Water Act.

Indian Lake Watershed Project
Long Range Planning Process
The Watershed Long-Range Plan (LRP) for the Indian Lake Watershed Project was developed
in 1995-1996 by Ohio State University Extension in cooperation with the Indian Lake Watershed
Joint Board (ILJB) of Supervisors. The purpose of the LRP is to guide the watershed project's
future development and growth while providing options available to the ILJB. The ILJB
determined a LRP is necessary to assure the project's future programs meet the needs of the
public and watershed. Because the watershed encompasses three counties and transcends several
jurisdictional boundaries, efforts to reach across the entire watershed area are vital.
Community Driven
The LRP is "community driven" and reflects the public stakeholder's opinions and
concerns. The plan identifies the shared vision of watershed residents, local and state
agencies and officials concerning the future of the watershed and lake region.
Public participation was a critical element of the planning process. Formal and informal data
gathering methods were used to foster public discussion of watershed and lake issues.
Methods
included two extensive surveys, focus groups, public meetings, questionnaires and individual
interviews. Quantitative and qualitative data was used to gain full perspective of the public
stakeholders perception toward the watershed's future needs. In addition to gaining an
understanding of stakeholder opinions, public knowledge and participation builds concensus and
support for the watershed project and the LRP.
Living Document
The LRP is conceived as a "living" document which gives opinions and directions so
limited personnel and resources may be concentrated on efforts to produce the greatest water
quality improvements and public support. The plan is designed to be flexible and continuously
updated to assure short, medium and long range goals and objectives are being pursued and
accomplished while producing the best results and promoting orderly and unified long-term
benefits for Indian Lake and the watershed.
